Inmate Welfare and Development Programs (IWWDP)

The Bureau of Jail Management and Penology (BJMP) recognizes the importance of fostering the well-being and growth of inmates. This is achieved through the Inmates Welfare and Development Program (IWDP). You can learn more about BJMP programs here and here.

Core Programs:

  • Provisions of Basic Needs: PDL receive meals, water, uniforms, and hygiene kits, supplemented by donations.
  • Health Services: Medical assessment, education, counseling, monitoring, and exercise are provided.
  • Educational Program: PDL have access to Alternative Learning System (ALS) for elementary and high school diplomas.
  • Skills Training/Enhancement Program: PDL receive vocational training accredited by TESDA.
  • Livelihood Program: PDL engage in income-generating activities to support themselves and their families.
  • Behavioral Management/Modification Program: Therapeutic Community Modality Program aims to instill positive behavior.
    • Morning Meeting is a daily ritual that starts the day in a TC Community. It is attended. by the whole community and lasts for an hour. It commences with the Opening Prayer, Singing of the Philippine National Anthem and the recitation of the TC Philosophy
  • Interfaith Program: Religious services are provided without discrimination.
  • Cultural and Sports Program: Activities promote camaraderie and entertainment.
  • Paralegal Program: Assistance is provided for early release options and legal counseling.
  • E-Dalaw: Virtual visitation for PDL and families.

Support Services:

  • Human Rights Desks: Address complaints of human rights violations.
  • Help Desk: Assists with personal or family needs, referring requests to appropriate agencies.
  • Referrals for Aftercare: Facilitates referrals to community resources for post-release support.

Special Program for Vulnerable Groups:

  • Services for Pregnant PDL: Special attention and care for pregnant PDL and newborns.
  • Services for Senior Citizen PDL and PDL with Disabilities: Assistance in obtaining identification cards and accessing services.
  • Services for PDL with other Special Needs: Support and accommodation for LGBT PDL, along with participation in regular programs.
  • Mental Health Services: Preventive mental health interventions and support for trauma and stress.
  • Drug Counseling for PDL with Substance use Disorder: Counseling program for PDL with substance use disorder.

Overall, these programs and services aim to provide for the basic needs, health, education, skills development, rehabilitation, and support of PDL, including special attention to vulnerable groups and their diverse needs.
